How could you possibly track him down? This isn't an MMO so why does it matter.

Counter-strike? His character was killed in Counter-strike? That's what set him off? A game which the fundamentally designed around the idea of dying and respawning repeatedly; a game which has no persistent characters, no experience, in fact no persistent penalty for death.
It's pretty clear that guy has some serious mental issues. It's pretty tough to rationalize a psychotic mind.

Yeah, I mean that was premeditated murder! He must have had a skilled lawyer.

Well, premeditated attempted murder. I'm assuming the victim survived, since the blade missed the heart by an inch. I need to read that again.

Oh yeah, he did survive (so far). The blade had just missed his heart.
2 years for attempted murder or "malice aforethought with infliction of grievous bodily harm and intent to kill" (*Wikipedia) is like a slap on the wrist.
