Graphics settings don't look too much different (b/t Medium, High, Very High) - so you can get away with a bit with a decent rig if you have to throw settings down b/t those 3 to get better performance.
A decent rig (i5 + some modern vid-card) should handle PC versions of JC3 fine, but you might have odd issue here + there if you're using all Non-AMD stuff.
AMD CPU's + GPU users will have the most issues for sure - i.e. they often have stutters and other extra weirdness, NVidia doesn't.
Having a SSD will help quite a bit with the load times.
Console versions:Console versions need more patching - they have framerate and performance issues galore; and long-load times.
PS4 is currently the better option (over the XB1), if you have to have it on a console.
