KillAp's Fallout 2: Restoration Project
"Killap" has been working, for 2 years, on a Fallout 2: Restoration Project to restore cut content from FO2 right back into the game.

EDIT:
Patch 1.1 of the Restoration Project is now out for Fallout 2, which fixes a bunch of issues.

That's what I was wondering as well.  I didn't see anything at the link there.  You'd actually probably have better luck checking GOG's actual forums... seem to be a lot of helpful and active users there.

Funny story, I was playing Fallout last night for the first time.  Killed a bunch of rats and then went to the edge of the map.  Then I got a message that says I was out of disk space and the new map couldn't be written and the game went back to the main menu.

I'm not out of disk space... the problem is I use Vista with UAC turned on.  I didn't have write permissions to write to the C:\Program Files (x86)\GOG\Fallout folder because I didn't start the game with administrator permissions.  D'oh!  30 mins. of my life lost.

You know, thinking back about this I think it's in a way CD Projekt's fault.  They claim they have updated the games to make them XP and Vista compatible.  Well I think then it should use the user profile Temp folder or AppData folder (both user-writable).  Instead it continues to use the old school method of writing temp and config files to the game directory.

I'm not sure what exactly they do to get these working... but I think more or less they're configuring wrappers and emulators (maybe of their own design) and spending the time tweaking them.  I don't think they're actually reprogramming anything.  Not that that negates what you said, since it would seem they could change that somehow still, but from what I understand they're not making sweeping changes to the programs.

And I got no clue.

I actually have FO2 from the actual disc, back when the game first came out.
