Topic: I want to start a website

And need some advise.

Firstly I live in a part of the world where I get TV channels from every third world country you can think of. Now much of the content on these channels is so inadvertently bad, that it is hilarious!

Here is an example. Do yourself a favor and watch it. As one guy said, that's the best five minutes of his life:

So the stuff I see here is 10x funnier and I am able to record most of it. I want to create a website where I can upload these hilarious vids. I can either pay someone to create the website, or I can do it myself.

There are lots of IT institutes around my area so I am thinking of taking some courses starting next week. Does anyone have any tips on a course of action to learn web designing?

You're looking at a high cost though if you're planning on putting videos since it will be using quite a bit of bandwidth.
