We had those a few years ago, which was the 2nd time I saw them. I was trying to capture similar pictures out on our deck, but they kept flying off a nearby tree and landing on me and annoying the shit out of me.
But yeah, for those that don't know, these black cicadas are pretty big freaking insects. There are green ones that you see every year that are bigger, but they are far less common to see overall. At least around here, the black ones are all part of one large brood that emerges every 17 years to breed. There are millions of them, and they seem to be covering every tree and bush and make a ton of noise. But they are harmless, and they somehow gain some of their energy from the hot sun so don't make as much or any noise at night or on cloudy days.
