A topic that sort of developed on neogaf, but its an interesting one to think about. We've got the Arkham games that are awesome for Batman, a couple ok Spiderman games, and that Hulk one was kinda cool. But Superman is WAY overpowered. No one can hurt him unless you give every bad guy kryptonite. So how do you make a game with a character like that?
Supermans only real weakness is time. He can't be everywhere to save everyone. So you design around that, like some sort of open world time management game. Build Metropolis, let you run/fly around, and have crimes occur all over. You need to prioritize them, stop them quickly so you can get on to the next one. You could have an interesting branching story, like the Way of the Samurai games, where you might have put out the fire at the orphanage but the gangsters across town got away with their robbery. People like you more for saving orphans but now there will be more crime.
You could also have a collateral damage aspect to pay attention to. Sure you can rip up that wall and crush the gangsters car with it but the dude that owned that wall won't be pleased. Especially if its the wall of the orphanage. Just something you keep your powers in check.
It would take a lot of planning but I think it would be kinda fun.
