Not at all. Who doesn't like a robot dinosaur? My point, in response to and continuance of gpw's post, is simply that the choice to make him retarded was unnecessary and likely born from this being a show made for kids. If they had any desire to legitimize the character, they could have, because... he's a fucking robot. That's a dinosaur. You could say he's got equipment that amplifies his thoughts, or nanobots, or magical fucking brain parasites. Or a talking wombat penis from outer space that translates for him. None of that is harder to believe than the existence of a dinosaur-robot that talks and fights against sentient motor vehicles from another planet. Or whatever. I don't really understand the Transformers deal, as previously mentioned.
I'm not trying to be negative, merely pointing out that their choice to make him stupid was intentional. And I don't know why people do this, because stupid characters in almost anything end up being more irritating than amusing.
