Pug, kupo is something Moogles from the Final Fantasy games say.  They first showed up in FFIII and have been in all of the games since then in some shape or form.  Que's sig and avatar are Monteblanc the Moogle, the leader of the hunter clan, at least thats who it looks like.

The avatar is indeed Montblanc, but the sig is actually Nono.  Good guess though.  =)  The quote is from a Moogle merchant you run across in a prison from FFXII.
